I got a pair of Bushmaster M4 handguards for an assembled 16" upper I have and it seems as if the lip on the handguards are too thick. Am I aligning them wrong (just doing it as I did on a M16) or do they have to be shaved down?

I have not had this problem but I have seen where some just shave them down a bit.

Any technique on how? Or grab a razor blade and go to town?

Make sure that the front section of the handgaurd is fully seated in the front handgaurd cap. also, make sure that the two halves of the handgaurds are not warped and fit flush together.
Other than that there is no reason that they should not go into the delta ring. Sometimes it takes a little working with to get them fully seated.

also make sure that the channel in the rear of the handguards are seating over the barrel nut

I had the same issue in the past with an old rifle. After sanding they fit. If the delta ring spring is real loose, it might make it appear as if they don't fit properly also, as they riing can pivot around.
