From what I've been able to figure out there is a relation between the two, I am just unsure of what it is, could someone please fill me in on this

There isn't.

They both will effect velocity and accuratcy depending on the bullets.
but they do not have anything to do with each other, they just can effect the same thing

I think I know what you'rre gettin at: shorter barrels produce less velocity, which in turn means less bullet rpm. If a 77 gr MK works in a 1/8 twist 20" bbl, it may not work in a shorter barrel with the same (1/8) twist. This is because the muzzle velocities and bullet rpm's are different. Every bullet has an ideal rpm. rpm=muzzle velocity X twist rate X 12 X 60.
