How do you set, determine and check the correct headspace when installing a barrel on an
AR-15/M-16 receiver?

Use a headspace gauge. [:)]

You can't set the headspace.  That's the beauty of the AR.  It's determined by the bolt and the barrel extension, at the factory.  If the bolt & barrel are new you're good to go.  (But it's a good idea to check, just in case somethings out of spec.)
