Is it legal for civlian use and where can you find them for sale.  I've searched the web and only found a cheap replica on ebay.  

Also, are there any restrictions concerning the sale/distribution? I'm assuming that's why I've had a hard time finding one.

The answers are right in this site. Lights and Lasers. Do a search and you should find plenty info. As a matter of fact...the answers are only a few topics down.

You can buy/own them...finding them is aother issue.

The EE here is your first option. A complete kit sold for $900. Keep looking.

Also, check eBay. There's one on there right now for $1200. I've emailed him an he seems legit, just can't speak/type english enough to look credable (but the hardware is real). Where it came from is another story. I would email him, and offer $900 USD (he may sell)

By the way...$900-$1100 is the going market at the moment.
