So im looking for a bipod and not having much luck. I want one under 60$ the is adjustable, starting at 9", is spring loaded, swivels, and attaches to a rail.
Thanks for any help!

Harris HBL, 9-13 inch, and Harris PRA to adapt to rail.  A little more than $60 for both, but well worth it.  Remember, it's an accessory and you can use it on more than one rifle.

i have to agree.  spend the few $ more and get the harris.  anything else is just going to be... cheap.  in price and quality.

Are the RBA QD bi-pod adapter already included in that price for HBL?  If not, that is one expensive adapter.
