This information may be on the big ACOG chart but.... I'm mounting an ACOG TA31F on a Colt 6400C with an ARMS 46sl SIR and an ARMS #19. What problems, if any, will this setup incrue? Any special sighting issues or is this a simple thing? Any help is very much appreciated!

The setup will work fine.  Scope may be a little high but it shouldn't bother you.  I use a similar setup (ACOG 4x on a #19S on a SIR) on one of my carbines.

You should be fine with that setup.  Several of my classmates at Blackwater ran a similar rig to yours and they did just fine.  You're good to go.
