I always hear and read how the 5.56 round is more powerful than the .223 due to higer pressures.  When I search the net I don't find anyone who sells 5.56.  Is it for law enforcement/military only?

Thanks for the website referral,
I found this:

Is this really Winchester 62gr 5.56 green tip?  Because I can't find any info about it on Winchester's website.  It doesn't even come up as available ammo.  The only thing close I found was Ranger ammo in the law enforcement section.
