I picked up some of the WWB 40 packs the other day, and was planning to go back for more, but how does this compare to Q3131A?  Weaker, or just not as high quality?

A little slower.  Loaded to 223Rem. specs and not 5.56NATO specs.  Quality looks good to me.  I'll be buying more next time I go to Walmart (don't go there often though).

My advice, buy all of it that you can find. From my experience, the WWB 55 grain FMJ is more accurate than 5.56 NATO ammo, and it is much more readily available than 5.56 NATO ammo.

I kindof feel bad, I went to 3 Walmarts and bought all the boxes from them. One store had 14 boxes, one had 12 and the other had 6. I've been hitting up each store every day since I go by them all and they have been out for 1 week so far. I do have 100 boxes of the Q3131 and 200 boxes of the Federal XM193 so I'm set for a little while. I forgot, 300 rounds of the 55 gr. Ultramax stuff.
