What groups are you getting?

Caliber?

Optics setup?  Irons?

Ammo brand, weight, and type?

Trigger type?

Upper receiver?

Who installed the barrel?  What was the installation process?

What condition is the crown in?

What are you shooting from (lead sled, bags, sling supported)?

What kind of groups are other people getting with that rifle?  That is, have you let a friend shoot it?

What is the barrel nut torqued to?  What about the scope rings?  Who made the scope mount?

Please add the trigger your are using. As well and the assembly process you used. Add all the details if your build.

Confirm barrel twist, remove scope and try iron sights or try a different scope. If none of that helps, find a bore scope and look inside the barrel. Confirm bore/groove dims. Make sure gas tube is not binding where it goes through the forend/upper receiver and/or not bottoming out inside carrier key. These last two will cause verticle grouping.

I have never seen a Shilen barrel that wouldn't shoot, select match grade or otherwise. Try different scope and reaffirm mounting and then clean  barrel correctly.

MJCARTER, gas block was slightly misaligned. Thank you! Now using new mounts and scope, will report results in a couple days.

Gas block would effect cycling, but I don't think it would hinder accuracy.  Before you shoot again check the crown for damage, its easy to check with a flashlight and a magnifying glass.  I've seen rifles have a small ridge or other imperfection right at the crown that dramatically effected the accuracy. You've definitely got something wrong, my Palmetto State 16" heavy profile middy shoots Black Hills 77 gr SMKs better than 1 1/2" at 100, a Shilen should be a tack driver.
