I believe it's actually an A over an H, for Anchor-Harvey.

Anchor Harvey made the raw forging and sold it to a rifle manufacturer, who finish machined and anodized the receiver.  This forging mark in no way tells you who finished it.  CMT, Bushmaster, RRA, Olympic and a few others all use Anchor Harvey forgings.
