I don't have any experience with any of them, but any of the bigger name barrels in the 20" Varmint (bull barrel) persuasion will most likely give you less than 1MOA.

You better have a range finder or some markers in your field.
I would go w/ a 24" , the .223 needs all the velocity it can get with those heavy bullets. Krieger seems to be the barrel of choice by most of the people I've talked to. Like those guys said above said, any good name brand barrel should give the result you need.
