Yup, just send it to his FFL, I believe they will require a copy of your DL.

I don't mind sending anything I can over to you guys. I would hate to live in that state due to it's laws.

No issues sending to Cali. I sold 2 complete lowers to a guy in Cali. It's the responsibility of the receiving FFL to ensure it meets Cali requirements before turning it over to the buyer. Buyer worked a deal with the FFL to install the bullet buttons. I've sent a couple LMT uppers there as well.
