what is the push pin at the top of the rail near the front sight base for?

If you have a bi-level SIR, you use the pin to secure a top rail to make a long continuous rail from charging handle to front sight. If you have a #45 or #46, you can push the pin out, flip over the top rail for a low PEQ-2 mounting, then push the pin back in.
