well, you normally thread them on and then PIN/WELD them to 11.5 inch barrels to meet the 16" minimum barrel length required so that you don't build a SBR.

they are copies of real ones.
real ones from the vietnam era were actually moderators and somewhat silence the rifle a bit. now there are just hollowed out flashhiders but actually dont do such a great job of it and also they bring short barrels out to legal lenghts without any taxes paid when permanently attatched. heres a link that explains it a little better |
