You can get a decent 14-16 gun safe by sentry or stack-on at Dick's Sporting Goods or Wallyworld for about $329, they're good beginners safes. (I have one of each. I think the Sentry is the better of the 2. The door fits better. I checked the specs with each company. the guage of steel is the same for both door and walls for each brand.)
They could be breeched with rather simple tools if time and noise weren't a problem, but they're a good deal for the $$$.
I've heard of even the "best" $1500 safes being breeched, in one case using the victim's own torches wheeled into his house from his own garage (ooohhh, that had to hurt - and it's why I store my drill INSIDE my gun safe).
The only way I know of to prevent torch attack is to use DOUBLE LAYER 1/4" steel plate, welded together. My buddy made one like that, and it's bomb proof. Of course it also has to be moved on a low-boy and with a crane.
If someone wants something bad enough, they can get it. I feel relatively "safe" with my $329 safe, bolted to the wall and floor. I live in an apartment, so any banging or sawing is bound to get noticed (it sure did when I was installing it).
