I know that a select few have had Colt refinish or even remanufacture their pre ban lowers.

How does one go about persuading Colt to do this? I ask the customer service people at Colt this very question a while back, and I got the general run around.

They will refinish one but they'll do it when they are damn good and ready and not a moment before.  I've heard horror stories where it was months before the owners got their rifle back.  However, they do a super job.

As for remanufacturing...you're SOL.  They will do it only if the lower is unsafe to fire.  Even then, they will determine, "on a case by case basis", if it's unsafe.
