I know this is somewhat of a loaded question

Whats the average  effective range of an AR (16')

- I know there are lots of variables that effect this (as with any gun)

But im just curious what the average shooter can do with his/her's AR -

Depends on how you define "effective".  There have been a couple of threads that have debated this.  You can search for them.

Accuracy depends on a variety of factors.  There are threads on this topic too.

For example.

They fragment out to around 125-150yds, IIRC.

They are accurate to some pretty decent ranges past that, though.

I have shot a home water cooler (about 18"x36") with a 50% hit rate on a windy day with irons, Wolf ammo, and a heavy stock trigger before.

I doubt it would have done much damage if it had been a person, but they certainly would have been hit.
