Yes, the earliest DDM4 rail saw limited U.S. military use: It was the handguard adopted for use on the U.S. Army's Squad Designated Marksman Rifle (SDMR) during the early days of the GWOT (I believe it was fielded from about 2002 until 2010-ish). However, the version used on the SDMR was the DDM4 12.0, so I expect that it's only that version which will have value to cloners who want to build an SDMR clone. (Side note: I don't think I've ever seen anyone do an SDMR clone, given the fairly limited fielding of that weapon system.)
Whereas you have the DDM4 9.5 FSP, which is not a version that was ever used by any U.S. military units, as far as I know. So I don't think that particular rail would have the same value to collectors/cloners that an early DDM4 12.0 would have. To anyone else, it's just an outdated old-school quad rail. But for DD fans, I personally think that it's nice to own a piece of early Daniel Defense history. All this to say: I don't know what your rail is worth, but probably not what it would be if it were clone-correct for a U.S. military rifle program.
