All factory Colt 9mm guns did have the pinned in mag blocks. More importantly than just being pinned in, they also had springs tensioning the blocks into place. Colt never used the one peice blocks in a production gun, but they are nice for conversions.
As to the marks on your lower, I've seen them on every 9mm guns I've seen. It looks like the tool that they used to hold the pin was not dressed nicely, and was definately harder than the finish on the receiver. This left a small ring or blemish on the reciever just off the pin. Don't worry about it, as it really doesn't hurt anything, and they all have it.
