Well, if you're lucky enough to be mating it to a pre-ban receiver, anything goes- no restrictions.
But even with a post-ban, the keyword in Sec53-202a is "telescoping", as in "functionally telescopes". You *can* have
ex-telescoping post-ban...DPMS sells AP4s with "formerly telescoping" stocks into CT every day. Your exposure is only if you're found in possession with a functional telescoping stock and a post-ban receiver *and* one of the other four EEEEVIL features (pistol grip, bayo mount, flash suppressor or threaded barrel, grenade launcher... I'm assuming you're already getting your Stealth delivered "comped" and pinned and welded).
One could, say, go to Jojo's in Southington, ask to see a perfectly legal preban for sale or otherwise with an MOE, figure out where you'd like it, then have him cripple a brand new one (he's got them stacked around his showroom) in two minutes with blind pins permanently at that length. Ring the cash register, you've got a CT-legal fixed stock, carbine length.
One could do it themselves hot off the UPS truck if you have a drill press and don't mind taking the legal exposure for two minutes, I suppose- just put two spring pins through just one side of the bar stock on the tube (not the tube itself, or you'll hang up the buffer). Remember, your exposure is however long the telescoping stock still can move- once it's a club, you're in compliance (if you suspect your UPS driver is also CT-DPS-SP or BATF, you already have big problems)
