I've been doing some searching for barrels for water storage and came across this website http://ebkcontainers.com/products/Plastic-Drums.asp.

Prices don't look too bad, $50 for 55gal and mid twenties for 15gal, with price breaks for quantities. Basically about half of what the emergency supply places are charging.

I don't know about shipping, I haven't ordered anything from them. Just a heads up on a potential source for those that can't find used barrels locally.
