I was informed by my friend and FFL that I can, legally,
mail (US Postal Service) my used handgun from NJ  to an FFL out of state (NY)

As per his instructions, as long as I have the FFLs current license on file,
(a copy with signature, address, tel no etc) it is within the law to mail it!

His reasoning is the only questions asked of you at the PO is:

1. Are you sending anything perishable,( ie fruits veggies etc)
2. Are you sending explosives. (no ammo, of course)

Since handguns do not fall into these categories, and the ATFE
does NOT deal with this matter, its perfectly safe.

Does anybody know the specific rules and laws governing this?
Any FFLs out there?

Actually, subject to NJ/NY laws, you can drive the pistol up to a FFL in his state and do a transfer.

That is correct. The FFL receives the firearm that came across state lines and then transfers it to a resident of his state.

Is this true?  I don't typically ship handguns because of the hassle of just getting to the store but the few times that I can recall, I do not remember including a copy of my ID.  I did however follow everything that the purchaser said that their FFL required and never heard about any problem.
