If you are a civilian and own a LE Lower is it legal to put a Post-Ban upper and non-collapsible stock to make it a legal Post-Ban AR-15?

If you were a former LEO, and bought a restricted post-ban AW on letterhea while on active duty, and you reconfigured it as a non-AW when you retired, BATF says you're okay.

It is NOT clear that it is okay for someone who was never an LEO to possess an LEO-marked lower.  THAT question was never asked directly of BATF.

Looks like the short answer is yes, but an FFL making a regular business of doing such things could get his ass in a sling.
