Can i buy an 11.5" Upper, Cut off the Bayo Lug and Perm Attach a 5.5" AK-74 Break?

Do i need any Special form (s) to get the 11.5" Barrel?

I dont want to break the law but i thought this would look neat and if the Break couldnt come off would it be BATF Approved?

With a muzzle brake on the barrel it will be unbearably loud and have a HUGE flash.  I would suggest that you either get a pre-ban with a flash hider, or get a 14.5 barrel with the
AK style brake.

I think that the fmj ammo does reach a sufficient velocity to fragment out of an 11.5" barrel, at least out to around 50 yrds, because i have been researching this for the last few weeks.  

Once you get down to 9", or so it will lose fragmentation ability right out of the barrel.
