Heat-shrink insulation for electrical wiring. You can find them at the hardware store in various diameters. Black, about four inches long. Forget the correct name for them.
They are sold in packages of ten or so for a buck or two. ETA; Cut one to length, slip it on, shrink with a hair dryer, heat gun, lighter, etc. Cut four and your shoes have matching laces.
