WASHINGTON (AP) - Wyoming Representative Barbara Cubin has missed almost half of all House votes this year. She says she's been forced to stay away from the Capitol due to her husband's illness, the recent death of her brother, and her own broken foot last month.

Cubin says it's been an extraordinarily difficult year for her family. She spoke to The Associated Press on Tuesday from the Wyoming Medical Center in Casper.

Cubin's husband, Doctor Fritz Cubin, is scheduled to undergo another surgery at the medical center this week. Doctor Cubin has long suffered from an immune disorder and has been hospitalized repeatedly in Casper this year, often in critical condition.

Representative Cubin, a Republican, has missed 427 votes this year, or 45%. That's the third highest percentage in the House, and the two representatives who have missed more votes than she has are both dead.

Cubin, who was first elected to the House in 1994, says she is frustrated by rumors and reports that she may not seek re-election in 2008. She says that at this point, she absolutely intends to run again.

Nothing could upset me more.  Wyoming only has one representative in the House, if she's not there it means that I have no voice.  Not that we had much to begin with, being the least populated and least represented state in the Union, but we were a part of the decision making process.

That's not a bad idea.  Pay them a percentage of their salary equal to the percentage of votes they show up for.

Don,t feel too bad.  We have the same number of representative as you, and one of our senators has been out with a stroke for most of the year.
