What am I looking to spend on a pre-ban 20" barrelled Bushmaster?

Depends on the condition obviously. One that's NIB might go for $1,300.

$1200 seems to be the going rate for 98-99% 20" rifles.  I'll bet NIB, if you could find one, will be $1500+.

What about a pre-ban bushy carbine with collapsible stock? Would that cost more or less than the 20"?

The carbines usually cost more.  Most I've seen right now in 98%+ condition have been around $1300.  Do a search on auctionarms.com, gunsamerica.com, and gunbroker.com.  What you will find should give you some kind of idea.  Also check the equipment exchange here on AR15.com.
