I have a program on an external hard drive that I have hooked up to my PC, I need to run that program on my PC. How do I do that?

I'm not sure if this helps, but I keep all my games and music on an external hard drive. When I want to play I just go to the hard drive through "My Computer", find the game execute file, click it and it boots right up.

That vastly depends.  Is this a stand alone program or does this have to be installed?

If stand alone.  Go to my computer, go to the external drive, find the executable for the program, double click it.

Otherwise, your not doing squat without installing it first.

Well I got it moved but I don't know how to run the program, it shows a folder instead of the program icon and when I click on it it won't run the program.

It's a spy bot program, so I really don't know.
