Do they all have that rail built into the frames these days?

Most of the current production do.  Only a select few dont have rails.  P228, P229SAS, P226SAS, P220SAS.  

However, there are still lots of "Classic" SIGs, that are still NIB, you'll just have to look for them.  There's also CPOs that are in excellent shape.  Some are police trade ins never fired or issued.
