I assume this ruling came down before Ashcroft made his statement about individuals right to keep& bear arms?  

you had to know this was coming. as the supreme court still as not yet ruled on the 2nd & how it pertains to a individual's rights [:(!][:(!]

What court is this from and who is the judge?

Here is more  old news.

The CT State Constitution
Article 1, Section 15 states,
"Every man has the right to keep
and bear arms in defense
of himself and the state."

This sounds like a clearly
defined
basic right but.......

......on June 30, 1994
Judge Draginis at
Litchfield Superior Court
ruled that this right was not absolute,
and could be "reasonably regulated
under the state's police power."

Unfortunately, the State of CA does not have anything that gaurantees gun ownership in its constitution. Somehow that was left out when it was drafted.

At the public hearing this year,
many arguments were made
based on the belief that
Article 1, Section 15 would be violated
should a modified, more extensive ban be enacted.

all arguments based on Article 1,
Section 15 could not be considered
valid by the public safety comittee.
