The constitutional problem with this law is that it is not applied equally.  It was passed under the premise of increasing privacy and reducing interuptions.  But it only applies to commercial ventures and not non profits or political orgs.  They are exempted.

Also keep in mind that any commercial entity that has a pre-existing business relationship with you can still call you.
