I bought a drill press, bits and some cutting oil. Exactly where do I put the oil and how much? I have some plastic droppers. Can I just let the oil 'dribble' down the bit and re-apply to keep the hole 'moist'? Any advice is appreciated.
FYI, I'm drilling out the rivets to remove the front filler for my Suomi project:

If you're drilling steel, you will be using a slow speed so you can add the oil anywhere on the bit. Keep the speed under 300rpm. About 200rpm would work good.

Try to keep a small pool right in the bottom of the hole where the cutting is taking place. I usually peck the drill out every so often (depending on the depth) and re-apply oil between pecks (this will also break chips). As for speeds, 360/(size of drill) will work for high-speed drill (typical decent drill bit) on mild steel. For harder steels just cut in half to be conservative. With a drill press, speed options can be limited so I always round down.

Coolant, oil in this case, has two purposes. One is to keep the tip of the tool cool, and the other is to flush out chips from the hole being drilled.

I keep my cutting oil in a old can and I apply the stuff with a brush to minimize waste
