No, not illegal. I suggest buying binary instead. Cheaper and less of a hassle to transport/store.
The only drawback is in the amounts. You can't break up packaging, so you end up always buying more than you need.

Here is one example tannerite.com/ Two chemicals, both inert, are mixed together. No explosive until you mix them. Tannerite is also supposed to be very stable against shocks and accidental detonation. |
