Fortis is okay but it smells inside.
While it is only open during the day, Lucy's East Side Cafe is about the best place in town for mexican food. Clean, great service, authentic food. Get the #40.
Las Cruces is about 40 miles outside of the El Paso city limits and another 23 mile to the east side of town. A decent hotel romm for $60 may be a streach there. The town is booming and the $$ are reflecting it.
If you know what part of town you want to be in, I can offer some choices.
Don't forget to stop at Cielo Vista mall to check out some of El Paso's two legged animals. While I rarely go there, it is an excellent opportunity for an outsider to get a little sample.

Quoted: I usually stay near the airport, but never mind that-let's talk about eating Mexican food.
Ask for directions to Fotis. I never go to El Paso and not eat there. And let's face it, you'll need something besides turkey to eat on that trip.
