The rifle is a Sako 300 Win Mag with a synthetic stock and stainless barrel.  It has a "98%" rating.  Besides the obvious operation, bore and chamber use issues, what makes a rifle 98%?  I get three days to inspect before making a decision.

Those with experience in using these types of ratings, please help.

I assume you meant headspace by chamber issues.

Yes. But, this is not something I do on a regular basis and I don't have the right guages, so any other tips would help. I know I can't necessarily eyeball it, but I should be able to get some indication by how it feeds the cartridges.
