Looks like a bullpup (a very ugly one at that) so it could possibly have a 16" barrel under there..

As long as the barrel is 16" and the OAL is at least 26" it is a rifle, not a SBR.

The box in the one photo shows 'pistol' so wouldn't that mean it doesn't have the barrel length restrictions?  Though perhaps the ATF would look at the big honkin back end as a stock?

It looks like a registered pistol (manual says "pistol").

The odd-shaped receiver can be used as a stock

Bushmaster made basiclly the same gun years ago
they are a pistol as they are designed to be used with one hand
if you tried to shoot it like a rifle the brass could not eject
We had one traded in a few years back

The gun in the picture is the early model "Bushmaster Arm gun" which basicly Mack Gwinns take on the Colt IMP. The later model had the cocking handle on the side instead of the top, and most of the lower parts are AR15.

I handled one years ago when I worked in a gunshop; never got to fire it.  Pretty ungainly and couldn't really see the point in it (and I own an AR pistol).  

You'd think someone trying to get $1400 for a gun could at least put it on his kitchen table or something instead of a pile of junk in the garage.

Isn't there supposed to be a swiveling "buttplate" of sorts that fits into the crook of the elbow? Or am I thinking of something else?

Well, the whole receiver section sort of swivels on the Bushmaster so it can lay across your forearm, thus the 'Arm Gun'.  You may be thinking of the old High Standard M10A (with built-in flashlight!) that had a swiveling yoke for your shoulder at the rear.
