Most any photo program will have a resize option, I'm not good with the exact specifics of sizes, but you just make the demensions smaller and that's that, if it's still to big make them smaller. I don't ever concern myself with any of that pixel size, ect., just reduce the border size.

If you are running XP then you can download an image re-sizer for Microsoft that works really well.  Once you install it all you have to do is open the picture up and right click on it and select the re-size picture option, once you select it will give you four different sizes and if you hit the advanced button it will give you a custom option so that you can make the picture any size that you want.
