i have a Bug out cabin that i am improving.
can i use it as a "rental" property or a second home and take the improvements as a tax deduction?

You can take interst and property taxes on the cabin as itemized deductions on your Schedule A.

From what you're saying, you'd be hard pressed to justify it as a rental property; plus the fact that you'd be looking at a tax problem if you ever sold it for a profit.
