My boss is blaming President Bush for not doing enough from the start.

I've read bits and pieces about how it takes time to organize efforts, etc.
And that President Bush did everything he could.  

Personally, I don't think it is the President's job to focus so intently on one thing.
He has staff that is supposed to do that for him.  

Anyway...

I read that President Bush wanted to start taking action before the hurricane
even hit, but the the leaders of the area affected didn't want his help yet,
and blew him off.

I read that President Bush's hands were tied until the Gov asked him for help.
And that the Gov didn't ask for help until it was too late.

I read that President Bush had National Guard ready to move in,
but the Gov wouldn't allow it.  Is this true?  

I saw the CNN interview of Mayor Nagin saying that President Bush and  the govorner had a
meeting behind closed doors, and the gov wanted 24 hours to decide on ?something?.
What was this something?

My boss doesn't believe any of it, and I can't find any real proof of it.
(except for the CNN interview)

I've seen summaries of the events, but even those are unsupported.

I don't know that anything I've read is true, because most of it is unsupported.
