I have heard this rumor. Can anyone find a credible news source that states this?

I saw a lot of prisoners on Foxnews wearing the familiar orange jumpsuits.  They were all zip-tied to one another and under some type of guard.  They were on some type of roadway or overpass.

I don't know if this was the norm for all prisoners or just this group.

What I did read, and now can't find the source, is that prisioners actually serving sentences
were evacuated, but prisioners "serving" fines were released.  In other words, people that
couldn't afford a vagrancy fine or whatever and were just sleeping in jail to pay off
their fines at $40 a night or whatever the going rate is were released.

I'm still looking to find where I read that, but it would make more sense if true.

Didn't some prisoners hold some of their jailers hostage? Seems like I heard, yesterday or the day before, some jail was taken over by the prisoners.
