So I am looking at the most recent shotgun news and I see an ad stating that someone will buy all destructive devices (mortars, bazookas etc.)  Can someone explain to me how a destructive device can be sold by the average Joe?  First, I thought you could not possess one.  Second, I thought they could not be sold at all even if one has a class III license.  Can someone explain?

Nope, not looking to buy anything like that.  I just don't see how one who is not licensed to possess the thing could possibly sell it, just like a machine gun.  Would it not have to be destroyed?

Apparently not.  I just quoted part of the ad regarding the mortars & bazookas etc.  I always thought possession of something like that in working condition was a one way ticket to jail.  I think I understand machine gun possession & licensing but I guess its not the same thing?

Perfectly legal to buy and sell the DDs in most states.  Just a $200 tax if you are not a dealer.

If they were real, then that would probably be true.  The blue paint means that they're inert training rounds.

The projectile is only a DD if it has >1/4 ounce of explosives.

HE rounds are each a DD.  That means you have to pay a $200.00 tax and get an approved Form 4 for each HE round.  I don't have any HE rounds.  I'd go through the process but I can't find any DD manufacturer that will sell 60 mm HE rounds to private individuals.  Yes, the rounds I have and that are in the photo above are inert training rounds.  They are hunks of steel with MODIFIED 20 gauge shotgun shells in the fin assemblies.  I can make signaling rounds for my own use since they don't have explosives.  Illumination rounds would be cool too.
