African Leaders Back Tech Tax to Help Poor Nations
By Reuters March 14, 2005 GENEVA (Reuters)—African leaders voiced support Monday for a plan asking wealthy nations to tax their cities' investment in technology to buy mobile phones and computers for poor nations. The tax would feed a Digital Solidarity Fund, a United Nations-sponsored plan to use high-tech tools such as satellite telephones or the Internet to promote economic development in areas that lack even the most basic infrastructure. Algerian President Abdelaziz Bouteflika said the digital divide—the gap between information technology availability in poor countries and rich—aggravated polarization between the wealthy North and developing nations of the South. "It is imperative that international measures be taken," Bouteflika told a conference in Geneva. The rich Swiss city was first to adopt the plan, putting a one percent levy on the profit made by the city's technology suppliers. The United Nations hopes that widening access within the developing world to information technology will help eradicate poverty and build stable democracies. Poor nations back the view. "The only way to fill in the digital divide is to empower the South with information technology equipment, telephones, fax machines, the Internet and to ensure training on how to use them," said Senegalese President Abdoulaye Wade. The "digital" tax would be adopted voluntarily, with conference officials saying several were considering following Geneva's example. The fund was launched in 2003 in Geneva on the sidelines of a U.N. conference on spreading access to the Internet and wireless communication. It has already accumulated between four and five million euros ($6.72 million). Once more detailed guidelines are in place on how to use the fund, 60 percent of its expected revenue would go to the world's 49 least developed countries, 30 percent to developing countries and 10 percent to projects in rich nations. www.eweek.com/article2/0,1759,1776051,00.asp Jesus H. Christ, we already give them free condoms and HIV/AIDS drugs, now cell phones? What's next? |

fuck 'em.
When third world societies decides to pull their collective heads out of their collective asses, they won't NEED handouts, they'll be capable of unfucking themselves on their own. THEIR societies need to decide that they want to be something better first though. Can't help someone that doesn't want help -- same goes for third world shitholes. |

------------------------ I'm voicing support for a plan that all countries tax their citizens and give that wealth to me that I might become uber wealthy. I'm sure my voice of support will have about as much pull as theirs. |
Hell with that.
They can have my Nextel Brick for them mid 90s |

did any one send us free cars/jobs during our depression? forget that. the day every person in america can have a solid job and the stuff they want and still have something left over can be the day we give other under developed countries free stuff. we already give them aid just to live why do they need an extra hand. sounds like its turning into the welfare system I see abused all the time.
I understand helping them out. Im fine with helping the aids problem and stepping up to help quell there half assed revolutions and starving there people but giving a country a bunch of computers so they can sit on arfcom doesn't seem like the best use of international dollars. ps: don't forget the same countries being asked for money for computers deny there responsablitiy to help defend freedom in shit holes like iraq. |

This way the terrorist cells in africa can communicate more easily! |

Date: Sat, 1 Dec 2001 08:34:56 +0000 (GMT) From: =?iso-8859-1?q?charles=20mosanga?= <> Subject: Confidential.....Call me..228-9-035-155 To: Kat..... I am sending this message to you with the hope that you will understand it's content and as well co-operate,as it will opportune us the privillage to establish mutuality and do to one another a life time favour.I got your contact from your country web. I am Charles Mosanga UGANDAN national.I do not intend to take you too much aback but ,I belive if you listen to the B.B.C. news or if you are conversant with the political events in Africa, then you should be aware of the recent assasination of the president of THE DEMOCRATIC REPUBLIC OF CONGO President Laurent D. Kabila ,on tuesday the 16th ofjanuary 2001. This assasination was executed by my half brother COL.RACHID KAPENGA who's father hails from Congo. He was thepersonal bodyguard to the President.Prior to the president's death, my brother had surmmoned me and my mother to our family home in KAMPALA the Capital city of my Country .He showed to me certificate of deposit and other valuable documents belonging to a security company based in LOME the Capital city of TOGO inWest-Africa. He further disclosed to me that the President had secretly deposited the sum of Thirty Eight Million Seven Hundred Thousand United States Dollars($38,700,000.00) Without revealing to the security offcials the true contents of the consignment as it was deposited as a trunk box containing valuable and top secret governmental documents. He said the president had instructed him to quickly go to Lome and claim this money and hand it over to his friend president Charles Taylor of Liberia West-Africa for the purchase of ammunition to strengthen the military force of the Congo Army, following a percieved attack from the opposition forces of the United Anti Kabila Front . However,my brother was the president's most trusted guard and this gave him a direct access to the president's family and fortunately and as God will have it, a member of the Kabila family who was very close to my brother had earlier informed my brother that Mr Kabila was planning a massacre on all his opposition and might certainly extend to all his guards as he intends employing new ones for fear that his guards are too close to his family and as well know too much about his secrets. This is why my brother visited us in Uganda to hand us these documents and ask us to go to LOME and claim this money for our own use without telling us what his next intentions were as he was so much in a hurry to go back to Congo.I had barely arrived Lome when my mother called me to inform me that my brother went back and killed his boss, President Laurent D. Kabilla and as such he was equally killed by other guards who did not know what my brother knew. Now, with the new developement at hand no other person knows about this except my mother and myself and I intend to transfer these funds out of here as fast as I can that is why I am contacting you. If you are willing to assist me get these funds into your Country, I am willing to offer to you 15% of thetotal sum. I have succeeded in aquiring a mobile phone . Therefore, you can contact me on the telephone numbers (+228 9 035 155) or you can contact me on e:mail: I await your soonest response. Thanks and God bless. C. Mosanga |

Great... now I'm picturing that kid in "BlackHawk Down" with the cell phone warning the militia about the helicopters heading their way. |

Why would anyone care about whether they have a cell phone or not if they're starving to death?
I am willing to trade one cell phone for every slave they give me. j/k
Get togethers for the machte massacure. |
Just another misguided attempt to bring Africa out of the dark ages by technology and economics.
I guess some people never learn that some people simply don't want their culture changed and Africa will never be Europe no more than the US will. Tj |
Why phones, not food?
Well, obviously so they can order out for Domino's! I am mildly disgusted, can we have first things first please. /Phil |
There's a reason we have cell phones and they don't. Giving them phones isn't going to solve the problem.
Oh, African leaders are in favor of taxing people who do not live in chronic kleptocracies to put more money in their pockets? What a surprise.
Money given to Africa for technology development can more conveniently be thrown into an incinerator or dropped into a crosscut shredder, and for just as much final effect on any percieved problems. |
If any money is spent on Africa, it should be spend on raising up an army to colonize and rule those backwards fuckers.
Is this why all the homies living in the projects have cell phones?
They can't afford rent but they damn sho' can afford their Crickett phones |
The funny thing is...there is not a day that goes by that I don't want to throw my phone out of the window. How will phones help?
How about ending the corruption? How about developing a middle class? Jeeze anyone with any sense could understand that if you want to build an economy you need a middle class, that includes the masses, that spend their money. If all you have is 1% rich 99% poor.....who the hell do they think will have phones? |
Don't you hate it when you're when you're in the middle of gang raping a 10yo girl from the tribe down the river or machete-ing some guy's genitals off and someone's phone keeps ringing? I hate that.
WORD!! |
Obviously, so they can order take-out. This lack of communication is preventing them from calling Dominos. It's so tragic to think that they see the ads on TV but are unable to take advantage of the Two-for-Tuesday special because they have no phones. |
Yeah? Well tell Kunta to fuck off and die. |
Ironic, the richest in natual resources continent on the planet needs to tax us to help them get phones.
Maybe if they learned the concept of property and liberty, they would evolve into at least the 19th century. nah, doubt it. TXL |
I wonder how long would it take for the UN to drain all of the money out of that fund like Iraq's Food for Oil debacle. For some of you younger folks who don't know who Kunta Kinte is. He was a young African boy character played by Lavar Burton in the 1977 made for television movie Roots adapted from the book by Alex Haley. He was kidnaped from Africa by slave traders and brought to the new world. |
You folks should offer them a couple of state of the art MOABs... If they can catch them...
There are only two problems with the African condition: African leaders, and African people.
Certainly every foreigner who has set foot ther has not helped, but you don't often hear of people in Bolivia or China carving each other down in the streets with machetes. In Africa it isn't even news anymore, it's just an itinerary change. ~ |
Looks like I dated myself once again. |
How the hell do you recharge a cell phone, if you don't have ELECTRICITY?? You can't plug them into the friggin SAND?!?!
How 'bout starting small, like maybe fire or the wheel? |
Good point. Perhaps the deal will include free solar rechargers? |
Or hand crank type generators. I saw a report on CNN a while back where this was what they were providing with the radios distributed through a similar effort. |
Yeah, that's what Mother Africa needs - cellphones.
Never mind about the fact that most of Africa still live in stone-age huts, eat with the hands and fuck in the dirt next to animals. Never mind about the forced genital mutilation, the Million-Machete-Massacre, the wholesale slaughter of white landowners in Zimbabwe, the baby-raping in South Africa or the thousand rapes a month in Congo. Never mind about the cannibalism, the slavery, the child-sex trade, the genocide, the widespread starvation or the perpetual tribal wars. Never mind about rampant epidemics of AIDS, malaria, ebola, tuberculosis, cholera, typhoid, yellow fever, dengue fever, meningitis, dysentary, rabies, E. coli, Salmonella, hepatitis A, B and C, tetanus, lymphatic filariasis (lymph worms), schistosomiasis (fluke worms) or African trypanosomiasis (sleeping sickness). Forget all that. What's REALLY a major problem in the Dark Continent is the shortage of mobile phones. |
Then they can get in on the nigerian scams and finaly support themselves....
And for those who don't know who Alex Haley REALLY was. He is a lying sack of shit. He plagiarized whole portions of "his" Roots story from several other books written about Africa by other writers. He settled the lawsuit brought against him by the authors he stole from for about $600,000. Many other aspects of Haley's geneology in Roots as well as his "historical facts" were also later soundly discredited by historians. But Roots wasn't the first time Alex Haley was caught being a lying, cheating plagiarist. In the 1960s Haley stole whole quotes from an earlier interview that Miles Davis' father had with a different writer and used them in an interview he had with Miles Davis and attributed them Davis himself. He stole the quotes and attributed them to HIS interview. Basically Alex Haley is a serial plagiarist pile of shit. |
Who are they going to call? What will they use the computers for? Jeesh.
nigerian scams of course... |
Thanks for the insight about Haley. I didn't know that. The ABC television network billed this series as a brilliant piece of literary work. Not historically accurate, but I thought it entertaining, if nothing else. The show got the highest ratings for any series up to that time. -------------------------------------------------------------------------------------- [in my best E.T. voice]Kunta Kinte phone home[/in my best E.T. voice] |

His name is TOBY! 'TWAK!' |
I can't get past the first name. How do you converse with a man named Kunte?
Oh I don't think so.
We paid for, designed and built all our technological goodness, they can do the same. |
