My vote would be for judicial appointments. TELL THEM what is going to happen. "Either put them up for a vote or I'll appoint them"

First he will take care of Fallujah. Iraqi elections and iraqi security are the most important things on the table now.
Domestically, he will push his nominees first.
Go for making his tax cuts permanent and expanding them second.

Until Rehnquist resigns or dies, he is still the Chief Justice. Even in a coma, he can only be removed via impeachment and conviction.
Now, there are plenty of Federal Judicial nominees that the Dems were holding up... This will be Ws first order of business.
