Litigation should take place over the failure to get absentee ballots to the military (something like 75k registered PA residents currently serving).
Authentication of actual voters in Philly and Pittsburgh would likely get rid of a feww tens of thousands of skeery votes.
The funniest part is that the Philly dish rag newspaper has stories talking about how the dims did so much better in PA this time around, since Gore only carried the state by 205k votes. Well, with 99% counted, it looks like only about a 130k vote difference out of close to 5 million votes.
