Why should this be any surprise? Saddam refused to spend money on his (1960s) infrastructure since the 80s, and everything that actually worked was totally cobbled together to begin with. We have thousands of contractors in Iraq working on replacing much of that infrastructure at HUGE cost to us, so that the power can be
safely and
reliably restored and expanded. And these folks are doing all this work while a small but fierce minority shoot at them and try to blow them up, as they know that any positive results of the US effort will make it harder for them to succeed at reverting Iraq to a radical Islamic state.
The Dem's use this and anything else they can think of to try to undermine our efforts there, but lots of progress is being made, and it's being done RIGHT instead of just fast.
