They're certainly not supposed to.

Notice bush paused frequently before answering, like any normal person would if asked a question you didn't know was coming. Kerry answered as if he had the script in his hand. The only time Kerry paused was when responding to Bush.

I caught that over and over...seemed obvious to me.

Jim Lehrer wrote all the questions himself.. and announced that no one knows

Bush does that no matter when he is asked a question. He is not an articulate speaker at all. It always takes him forever and a day to answer any question... stuttering the whole way through the answer.

In case you were wondering... I don't like Bush... but I like Kerry less.

No reason to get paranoid. There is only a limited number of
topics which can come up and canditates are VERY well prepared.
Bush is kind of... slow - even if he knows the questions...

btw, Lehrer did a shit job of moderating, constantly letting Kerry refer to earlier questions (with no chance for rebuttal) instead of staying on topic.

W did a solid job, but he has little to gain in these debates. Kerry, on the other hand, has nothing to lose.

Te-ray-suh looked like a cow clumping up on stage at the end... one would think that $700mill could buy a good liposuction job, or at least a dress that didn't look like she slept in it...

I'd pause a bit  to try to figger out WHICH John Kerry I  was debating, too.

The "I voted for it before voting against it" Kerry

or the "Saddam needs to be disarmed"  Kerry

or the "wrong war, wrong place, wrong time" Kerry

or the " it depends on the outcome" Kerry.

Kerry's got more personalities than Sybil. He's a friggen sociopath.

Guys, its not like the questions were impossible to predict.  They all seemed like normal questions that have been facing Bush and Kerry for the past year, no surprise here

Hold on, I'm putting on my tin foil hat.

Like others have said.  They were the obvious questions about international security, the ecomonmy, health care...blah blah blah.  

Also, Kerry didn't neccessarily answer all othe questions or address all of the aspects of every question.  That's the true nature of a canned answer.
