can i mount one of these on a picitiny rail with a 1" scope ring? also please give me other suggestions for a weapon light under $150.

I think you would be wasting the money on that Surefire as a weapon light, although unlike other Executive lights, it does have a clickie tailcap.

If I were you, I'd look for a Surefire 6P. You can find them all day long on trading boards for around $40-50.00. From there, you'll need to add a different tailcap (Z48 or Z49, depending on the color of the 6P). Then add a shock proof bezel and battery, but even adding those would still probably keep you in line with your budget.

i think im going to buy a surefire M3 and be done with it. what do i need to mount this.
