It's called tracer burn out, if the round doesn't go that far before impact it still burns until it is out.

Just view the video of the Hadji who tried to shoot an RPG at our guys and got cut down with a SAW.

If you load a round to hot the bullet will also glow... though I wouldnt recomend that. Watched a bullet burn up one night as it streaked 200 yards across a peanut feild and slap into a coyote. I was just as surpised that it actually hit the target as I was to see a glowing bullet flying down range but considering who loaded it I should not have been.
