The sad thing is that this is probably going to happen.  They are going to raise water rates 10 to 15 percent  in order to raise 2 million dollars a year for the city's general fund.  This idea came up when the city began discussions on privatizing the Water authority which would have garnered a one time massive influx of money to the city.  After the public didnt take well to privatizing the water they then came up with this water tax.

God forbid the city would try to do with a little less money for awhile
