The point is: .22LR is not a RELIABLE incapactating round, though we all understand that in certain instances, it is capable of doing so. One shooting with three victims is not nearly enough data to start making decisions on. The reason for testing protocols for ammunition from folks like the FBI and the IWBA is because we know that many rounds often do NOT incapacitate the shootee, and incapacitation is vital to ensure your attacker can't continue his attack.
No one is arguing that .22LR, or even .22Short can't be fatal in the right circumstances, but don't count on these rounds to stop an agressive, motivated attacker.
